Hoad 14. Imports and Exports Department
Personal Emoluments
The establishment has been reduced by one unpassed Cadet, one Senior Chinese Revenue Officer and two temporary Revenue Officers. The staff has been increased by one Stenographer Class I, and one Head Attendant. In addition one Class II S.C.& A. Officer on recuperative leave and two Senior Revenue Officers on leave pending retirement have been provided for departmentally instead of being paid from the former block vote under the Treasury. An additional 16 temporary Chinese Revenue Officers also appear but their salaries will be offset from revenue from private companies using their services. The net saving on Personal Emoluments compared with 1946/47 is $9,731.
Other Charges
An increase of $96,170 is largely accounted for by the additional expenditure of $45,000 and $12,000 on the printing of toilet preparation labels and liquor labels respectively. The discontinuance of the use of these labels as a means of colle cting the tax is under consideration and if this is found to be practicable a considerable saving will result. In any case the cost of labels is offset by revenue. The cost of printing trade reports accounts for a further $10,000. No reports have been printed since the resumption of civil government. Revenue from sales will partly offset the cost. Provision for uniforms accounts for an additional $28,550. The 1946/47 provision has scarcely been used and the cost of a complete issue of uniform will fall on the 1947/48 vote. A small increase of $1,820 under Rent of Quarters is to provide quarters in the New Territories for a European Revenue Officer. There have been minor savings under other heads.
The net increase in recurrent expenditure
on the whole Head amounts to $86,439.
